ECB Opens Digital Euro Pilot to Online Merchants, Applications Close October 27

The European Central Bank is taking its digital euro out of the lab and into the checkout flow. On September 15, the Eurosystem opened a call for e-commerce and mobile commerce merchants to join a controlled 12-month pilot expected to begin in the second half of 2027.

Selected merchants will accept a beta digital euro for remote purchases alongside an acquiring payment service provider. The test covers the payment experience, operational processes, and core functionality in a simulated environment. Thirty-six payment service providers were already selected in July for acquiring, distributing, or dual roles.

The ECB is explicit about the boundary. The beta will be functionally close to the digital euro described in draft legislation, but it will not have legal tender status and does not prejudge issuance. A final decision still waits on EU legislation.

An information session was held on October 6. A parallel call invites merchants, fintech companies, technology providers, researchers, and public institutions to the digital euro innovation platform. Applications for that track are due November 9, with experiments running January through June 2027 on electronic receipts, multi-party transactions, conditional payments, and AI-enabled payments.

Every pilot milestone gets framed as progress, but the structure tells its own story. Merchants must apply, sign participation agreements, integrate with approved providers, and test a currency that is not legal tender and may never launch. Bitcoin needs none of that. A merchant can accept bitcoin over Lightning today, with no application, no approved provider list, and no sunset clause. The ECB is spending years recreating, with permission, what an open network already does without it.
